As the 2021–2026 political term comes to a close, we look at the impact of the affirmative action interventions implemented by the Ministry of Luwero-Rwenzori in the Office of the Prime Minister.
Under the political leadership of the Hon. Minister Alice Kaboyo, the ministry has executed livelihood-enhancement micro-projects for vulnerable groups. These include women, youth, farmers, persons with disabilities, and civilian war veterans across 37 districts in Luwero, Rwenzori, and Busoga.
The ministry, which was established to address the adverse socio-economic impacts of the National Resistance Army war (1981–1986) in Luwero and the Allied Democratic Forces insurgency (1996–2003) in the Rwenzori region, has also supported 517 community groups in enhancing household incomes.
This support has generated income for households, created employment opportunities, and strengthened socio-economic development.
Furthermore, the ministry’s assistance to Parish Community Associations through revolving funds reinforced grassroots financing and household empowerment before the intervention was integrated into the Parish Development Model.
Additionally, the ministry has constructed houses for civilian war veterans.

“This has provided elderly veterans and their families with proper shelter,” Hon. Kaboyo said recently. “We built these houses in partnership with the National Enterprise Corporation.”
In the education sector, classroom blocks were constructed at Kapeka Primary School in Nakaseke, Ngoma Church of Uganda Primary School, Katebwa High School, and Bwondha Primary School in Bugiri and Mayuge, among others.
The ministry coordinated the implementation of the Akasiimo programme, providing families of civilian war veterans with one-off payments in recognition of their contributions to the liberation struggle. This intervention has benefited over 80,000 people.
The Minister explained that the Government has also deliberately established industrial parks in Luwero to spur industrialisation and create jobs.
“Industrial parks have opened up business opportunities, “Hon. Kaboyo said. “Additional government programmes such as Universal Primary Education, Universal Secondary Education, the Parish Development Model, and the Youth Livelihood Programme have significantly contributed to socioeconomic progress in Luwero and Rwenzori.”

Norbert Katsirabo, Assistant Commissioner for the Luwero-Rwenzori, said all interventions implemented in the Luwero-Rwenzori were informed by community needs. He explained that the ministry works closely with the district local governments to identify service delivery gaps and provide targeted support.
