The Government has set aside Shs 100 billion for the cattle restocking programme for the coming financial year.
Addressing a press conference at the Office of the Prime Minister (OPM) in Kampala on Thursday, OPM’s Permanent Secretary, Alex Kakooza, said the money will be disbursed to households in the Teso, Lango and Acholi sub-regions.
The Government provided Shs 80 billion for the programme this financial year. With each beneficiary household receiving Shs 5 million to purchase cows, Shs 80 billion will cover 16,000 households in the three sub-regions, which were affected by past armed conflicts and cattle rustling.
“This is a multi-year programme, and the Government will allocate funds for it each financial year,” Kakooza said.
There are around 1.6 million households in the three sub-regions, according to information from the Uganda Bureau of Statistics.
Resettlement programme
Kakooza also said that OPM is currently implementing the second phase of the resettlement and cash transfer programme for households at risk of landslides in the Mt. Elgon sub-region. The Government provided Shs 56 billion for the programme this financial year.
Each household in landslide-prone areas is given Shs 10 million to relocate to safer locations. Additionally, each household is allocated two acres of land in safer areas to support house construction.

Under this programme, Kakooza said OPM has so far resettled several households from various areas in Bugisu to Kween District in Sebei, where the Government has acquired large chunks of land.
“But because it is difficult to get additional large pieces of land in Mount Elgon, the Rt. Hon. Prime Minister has proposed to the Cabinet that it allow us to give people money so that they can look for land on their own,” Mr Kakooza added.
DRDIP II and NUSAF IV projects
He also revealed that the second phase of the Development Response to Displacement Impacts Project (DRDIP II) and the fourth phase of the Northern Uganda Social Action Fund (NUSAF IV) will be launched soon.
These projects, Mr Kakooza said, will make significant contributions towards improving household incomes, building resilience, and facilitating inclusive national development in beneficiary districts.
The Acting Undersecretary for Pacification and Development, Mr Daudi Bukomooko, explained that the Government is implementing various affirmative action interventions, including micro-projects in Teso, Luwero-Rwenzori, northern Uganda, Bunyoro and Busoga, among other areas.
